EU PPWR Is Now Applicable
Packaging is becoming a bigger part of product development for companies selling tableware in Europe.
The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, became applicable on 12 August 2026. For brands, importers and suppliers of packaged products, this makes packaging decisions increasingly important alongside the product itself.
For the cutlery industry, the first practical question is simple: does the product really need as much packaging as it currently uses?
Stainless steel cutlery is traditionally supplied in many formats, from simple paper sleeves and bulk cartons to retail gift boxes with plastic windows, trays, bags and inserts. Premium presentation remains important, but unnecessary packaging can add cost and complexity.
This creates an opportunity to rethink packaging rather than simply replace one material with another.
A stainless steel cutlery set, for example, may be suitable for a printed paper box with a paper insert instead of multiple plastic components. Kids cutlery can also use compact paper-based packaging while still keeping the product protected and clearly visible through printed photography or illustrations.
Transport protection still matters. Removing too much packaging can create another problem: scratched products, damaged boxes and higher rejection rates.
The right approach is therefore not “minimum packaging at any cost.” It is enough packaging to protect the product, without unnecessary material.

PPWR is pushing packaging higher on the sourcing agenda. Packaging is no longer something to finalize after the product is finished. Brands selling into Europe increasingly need to consider it earlier in product development.
